Strata is a gold-standard target architecture and suite of open source tools that gives government agencies everything they need to run a modern service. It helped save approximately 17 weeks of time setting up production-ready infrastructure for Minnesota’s Paid Leave program, and 10 weeks of time building the claims dashboard application programming interface (API) for New Jersey’s unemployment insurance program.

In just two months, we can deploy OSCER to state infrastructure, configure the tool to state policies, connect to state data sources, and start processing community engagement cases.

SNAP: Reducing SNAP error rates to meet H.R. 1 requirements
We’re committed to helping states reduce their Supplemental Nutrition Assistance Program (SNAP) payment error rates (PER) quickly. We use data analysis to assess a state’s situation, enabling us to deliver focused solutions that reduce PER within one quarter. For one state Nava is currently working with, early data indicates the state’s PER has dipped below 6% after just eight weeks.

We’ve also worked with over a dozen state and local governments on integrated eligibility systems, unemployment insurance, permitting reform, and more. We’re one of the premier paid family and medical leave (PFML) vendors in the U.S., working on three of the 14 state PFML implementations.
Outcomes we've delivered:
Helped the Centers for Medicare & Medicaid Services (CMS) build CMS Cloud, a service that supports four times the number of applications as legacy systems without increasing costs.
Helped the State of New Jersey deliver a human-centered unemployment insurance portal, enabling 90% of claimants to submit their application the same day they start it.
Worked with the Commonwealth of Massachusetts to build their paid family and medical leave program from the ground up. As of March 2025, the program has paid out more than $3 billion in benefits and supported nearly 500,000 unique applicants and their families.
