Nava is excited to welcome Scott McKimmy as Executive Vice President of Program Delivery. McKimmy will oversee delivery performance across the company’s Federal Health, Federal Civilian, and State government portfolios, building the standards that make program performance predictable and visible across Nava’s portfolios.
“Scott brings a rare vantage point from both sides of government delivery,” said Jodi Leo, Nava’s Chief Delivery Officer. “He knows what it takes for a vendor to earn an agency’s trust and how quickly progress stalls when technology, domain expertise, and decision-making become disconnected. At Nava, he will bring that experience to delivering systems that are predictable and transparent, built with our government partners rather than handed to them.”
McKimmy’s arrival reinforces Nava’s mission: making government services work better for the people they’re meant to serve. McKimmy joins Nava after two years leading an executive advisory practice focused on delivery operations and governance. Before that he served as Vice President of Healthcare Solutions Delivery at Gainwell Technologies, where he led delivery transformation across state Medicaid programs, including DC's first modular Medicaid Enterprise System. He previously served as Director of IT Programs for the State of Colorado, where he led technology and delivery improvements across taxation, motor vehicles, corrections, and central IT. His work included bringing technology capability and domain expertise closer to individual agencies. At the Colorado Department of Revenue, he helped connect sales-tax and geolocation systems to address gaps in the state's collection of online sales taxes, contributing to the recovery of substantial state revenue following the fiscal disruption of the COVID-19 pandemic. Earlier in his career, McKimmy spent three decades in delivery leadership at Electronic Data Systems and across Hewlett-Packard, HPE, and DXC Technology, including seventeen years delivering solutions for government health care.
“I’ve sat on the government side of the table, so I know what it looks like when a vendor delivers and when they do not,” McKimmy said. “Nava has the mission and the people. My role is to build the structure that lets good teams deliver consistently at scale.”
