Nava Public Benefit Corporation is thrilled to announce we’ve acquired Beam, a cloud-based product that has supported safety net, emergency aid, and cash assistance programs since 2019. We’ll convert Beam into an open source offering and fold it into Strata, our suite of open source tools that enables any government or vendor team to develop at the speed of SaaS while avoiding single-vendor and proprietary technology lock-in. With Beam, Nava is better positioned to offer a complete, end-to-end solution for benefit delivery. We’ll do so while maintaining our commitment to an open, human-centered approach, raising the delivery bar widely across vendors.

Nava is a public benefit corporation focused on building simple and effective government services. Since our founding in 2015, we’ve grown from a team of six to an organization of nearly 700 employees who share a laser focus on delivering excellent government services. Meanwhile, the Beam team has developed deep expertise in case management, claims processing, and payments, having disbursed over $400 million as payment provider of record to more than 300,000 eligible recipients across 39 states.

“Acquiring Beam is a significant milestone that will enable us to immediately meet our clients’ end-to-end needs while reducing risk as agencies take on more ambitious modernization work,” said CEO and Co-founder Rohan Bhobe. “By strengthening our open and composable model for benefit delivery, we’re prioritizing speed to outcomes and long-term value to agencies and the public.”

Strata is the only solution on the market that’s proven at scale and fully aligns with the government’s long-term, no-lock-in technology and vendor ecosystem interests. With this acquisition, Strata offers an even stronger, more comprehensive approach to benefit delivery than traditional models. That’s because the technology supports faster, incremental delivery on a reusable software core. It also enables bespoke functionality that can support fit-to-purpose solutions without locking agencies into proprietary technology.

“I’m deeply proud of both the breadth and depth of Beam’s impact – and the way we have acted as a first mover to chart a new category of product administering cash assistance across the entire user and customer lifecycle. But while we’ve accomplished so much, $400M barely scratches the surface of the government benefits landscape,” said David Helene, Founder & CEO of Beam. “Bringing Beam's best-in-class product offering into Nava and pairing it with Nava's track record as a human-centered, outcomes-focused systems integrator to federal and state government, gives me confidence in our ability to deliver simpler, more effective government services at scale. Together, we’re positioned to drive real systemic change not just in 2026, but over the next 10 years.”

With Beam, Nava has acquired best-in-class technology and an expert team. This acquisition enables us to accelerate toward an open, end-to-end government technology stack for modern benefit delivery.
